In spite of that rural women are the most segments sensitive for problems of poor basic services provided by local government, they are far from the mechanisms of local decision-making and this is probably due to the low level of economic or educational level of women or concerns with difficult living conditions and exaggerated lack of services in villages precisely. The norm in countryside said "don't resort to a woman and don't give her your voice" and this is an act of most of men. Reluctance of more women from political participation in local decision-making mechanisms, is the main result of this norm that has established for many years a culture of tribal and the family is more important than competence and experience and observers for elections and Electoral campaigns management officials are easy to identify this fact and does not denied by citizens and voters in Egyptian villages, which in one form or another participated in poor participation of rural women in decision making. This issue was highlighted in the last two seminars in the empowerment of women for governance in the Egyptian village "Wosool" which is being implemented in cooperation between Maat Foundation for Peace and Development and Human Rights and the Australian Agency for International Development (AusAID). Wosool seeks to promote women's participation in local governance in Egyptian villages, through capacity building of women to run in local elections, raise awareness of the importance of women's participation in the mechanisms of local governance and building effective community-based mechanisms in support of equitable representation of women in elected local people's councils. Eleventh seminar was held for girls and women at Saf province, Helwan governorate previously, in the headquarters of El Shobak Youth Center on Saturday, April 9, 2011 and participated in more than 50 women and girls to talk about problems of women's participation in rural community and the importance of female presence in mechanisms of making and taking local decision, where seminar addressed the main problems that constitute obstacles for women in Saf community and affect their trends towards political participation. One of women participants began discussion by saying National Democratic Party previous ruling, did not find a women during the election for the membership of local people's council in Shobak village. One of the main problems posed by women: The elections in Egypt before 25 January 2011 are almost settled their results, and women were at the margin, some of the men prevented their wives from participating in the elections to fraud their voices in favor of certain candidates, poor quality of education in Egypt as a result of density of classes that one classroom include more than 56-60 students specifically the village of Shobak. They demanded an increase of awareness programs for rural women with the importance of participating in elections, as well as awareness of men about voting based on efficiency, not on tribe, or even interest. Twelfth and final seminar was held at the Community Development Association in Kafr Badran village, Menya El Qamh, Sharkya governorate, on Thursday, April 14, 2011. Seminar addressed the main problems, women faced in society of Sharkya, the most important problems are lack of education and illiteracy, and therefore spread of political illiteracy among rural women with the existence of discontent in the work of local councils and the absence of a significant role on the ground with local councils, but has an obstacle or a major obstacle in the way of providing some basic services, unlike its role. However, women participants tried to draft the most important problems that led to their discontent of local councils due to weak of members' response to community and very low services and the exclusion of women from local system in Egypt, and if woman nominated herself, she would be more responsive than men in promoting services for rural women precisely because of customs and traditions of community that prevent many women from the complaint to men are members of local councils. And proposed a number of recommendations can be used in the new phase in Egypt especially after 25 January, the advancement of prep and secondary education, by supporting and running elections to students in these schools, real involvement of girls in those elections, allow them to express their opinions freely and selection of candidates based on efficiency and electoral programs in addition to problems that they will contribute in solution.
