The first hours and even mid-day witnessed continuation of the weak turnout of voters in Cairo, Alexandria and Luxor, which was monitored by Maat Foundation for Peace, Development and Human Rights to monitor the electoral process. Monitors observe that the commissions were empty of voters as if the committees are looking for voters after the voters were looking for them in the first day of the first round. In Cairo Governorate

Representatives of Maat Foundation monitored a very weak turnout in the prep school of Muhammad Ali for boys in Sayed Zeinab and Alambtdian mixed school. Our representative had also monitored propaganda for the candidate Mohammed Afifi in front of Khedive Ismail secondary school for boys in Sayed Zainab.

In a continuation of a series of violations of the decisions of the Judicial Committee of the elections, our representative watched an electoral campaigning for Freedom and Justice Party in front of Al-Sayed Zeinab commercial secondary school for girls, and electoral campaigning in front of Amr bin Aas primary school in Misr El Kadema.

Our Maat representatives monitored that there are no electoral lists in the Committee of Alambtdian mixed school in Sayed Zainab.

Our representative at Muhammed Ali Prep School for boys said committee started work at exactly 8:00 am amid weak turnout of voters and despite the presence of a security from the armed forces and police they continued publicity of the Freedom and Justice Party. A brigadier of the army during his tour asked party supporters who used lab tops to guide voters not to stand in front of the school and ordered them to stay away and then returned once again after the brigadier went.

In the eighth district, our representatives monitored an electoral campaigning in front of Amr bin Aas primary school (Women) – in Misr El-Kadema, where a woman of the Freedom and Justice Party supporters talked to voters, urging them to elect a symbol of feather and the microphone in reference to the candidate of the party (Youssry Bayoumi and Khalid Hanafi).

Whereas, a follower of the institution with the committee of the Muhammad Ali Preparatory School for Boys, Mrs. Zainab, said that it started its work at exactly eight o'clock amid a weak voter turnout and a security presence from the army and police, with the continued propaganda of the Freedom and Justice Party, and one of the deans from the army while he was touring asked the party’s supporters who used laptops to guide Voters did not stand in front of the school and ordered them to move away and then returned again after the dean had gone.

In the Committee of Jamal al-Din Al-Afghani primary mixed school, a representative of election process monitored security presence that is less than the previous days of the election. Our representative monitored also continue of electoral propaganda campaign of the candidate Mohammed El Akkad and Mohamed Afifi Mahmoud, in front of the Committee of Al- Sania prep school for girls – in Sayed Zainab despite of the low turnout. And also campaigning for the candidate Mohammed Afifi in front of Khedive Ismail secondary school for boys despite the very weak turnout of voters.

Our observers also monitored the continuation of the electoral propaganda for the candidate Muhammad al-Akkad and Muhammad Afifi Mahmoud before the Sunni Preparatory School Committee for Girls - Sayeda Zainab despite the weak turnout.

And also electoral propaganda for the candidate Mohamed Afifi in front of the Khedive Ismail Secondary School for Boys, despite the very weak voter turnout.

And in Alexandria Governorate

Our representative observed lack of voters in Hanafi Mahmoud mixed school in Abu Kir, however, the supporters of Freedom and Justice distributed their propaganda papers to passersby on the street instead of the voters who are not available.

The turnout was very weak in Al-Shohada School (Mubarak earlier) in Mohram Bek- Alexandria.

In an apparent extension of the bribes of yesterday, representative of Maat Foundation for Peace, Development and Human Rights monitored that the candidate Tarek Talaat Mustafa (independent) and supporters of Freedom and Justice Party distributed food and meals to the voters and election officials in some committees of Alexandria to be materialistic competition among them purely imposed by the independent candidate. The supporters of candidate Tarek Talaat Mustafa, provided breakfast for the staff committees No. 258 259 from Moamen restaurant at Ibn Sinai School in Seouf.

The supporters of Freedom and Justice Party treated as the same by distributing biscuits and juices to the voters of Gaweesh primary school in Sidi Jaber.

Our observers witnessed the continuation of electoral propaganda, including religious propaganda from supporters of the Freedom, Justice and Light parties, and independents, despite the very small numbers of voters, which prompted them to direct it to passers-by near the electoral commissions. They used a car with a loudspeaker for candidate Muhammad Al-Senussi (Al-Nour Party), using religious slogans in the Muharram Bey area.

As our observers monitored, the phenomenon of not verifying the identity of the voters continued in some committees of Alexandria Governorate in the Al-Amal School for the Deaf and Dumb in Al-Maamoura and in Al-Orwa Al-Wuthqa School in Muharram Bey

Followers of Maat Foundation for Peace, Development and Human Rights noted the continuing propaganda of freedom and justice candidates (Muhammad Atiyah, Saber Abu Al-Fotouh), and the school was almost empty of voters.

Our observers noticed that the Gawish Primary School in Sidi Jaber opens at 8 o'clock and witnesses a reasonable turnout of voters and representatives of freedom and justice standing outside the committee distributing juice and biscuits, and continuing to use laptops to guide voters to their committees and talk to them about their candidates.

Our observers at Zahraa School in Zizinia region observed that Heaven did not start receiving voters due to the judge’s delay, and security is there.

Amid of a very poor turnout for voters in Azhari Institute committee in Abu Kir(Women's Committee), there were no curtains to ensure the secrecy of the ballot. With the continuation of partisan propaganda of Al-Nour and Freedom and Justice Party, security prevents the observer from the photography.

In Luxor Governorate

Our representative observed in Salah Al-Din primary mixed school Committee, in Luxor that it started work at 8:20 am due to the long process of opening, and a very poor turnout of citizens.

The monitor of the Foundation in Karnak committee that it opened at 8:40 am due to the presence of one delegate and the absence of voters and waited until the arrival of the second delegate.

Maat observer said that due to the delay of the representatives of candidates, committees delayed the open of Luxor prep school for girls more than half an hour, which is also experiencing a very weak turnout of voters and campaigning for the candidate of Radwan Aboukran.

In Wadi el-Malakat prep school committee for Girls in Luxor, our representative informed us that it is opened sharply at 8:00 with a very weak turnout of voters. One observer was prevented from entering by the army under the pretext that he should take permission of the Chairman of the Committee first.

Sidi Abu al-Hagag primary mixed school committee in Luxor started work in 8:15am due to the delay of delegates and the continuing propaganda of Radwan Abu Kareen.

Also our representative monitored that Naga Al-Kabahy primary school committee in Luxor opened at 9:00am due to the delay of delegates, and the turnout was very weak.
