Reform priorities for the new president to adopt from Maat perspective; local governance, freedom of association, societal peace and Egypt's human rights commitments

After a year and half of the revolutionary momentum and over 60 years on declaring the republic, the Egyptian people finally earned their right to choose their ruler through fair and just elections despite violations as monitored by human rights actors, which is attributed to the executive and judicial institutions who managed the presidential elections.
And here is Egypt getting rewarded for its patience by the 1st elected president after the revolution, therefore, every actor in this society should present his perspective on reform priorities to the new president on the basis of these actors' participatory responsibility in facing the next stage's challenges.
Based on that, Maat for Peace, Development and Human Rights presents its standpoint to President Mohammed Morsi on its vision surrounding issues of priorities in the intended reform system, which we concluded from 7 years of human rights fieldwork.

The first priority: concerning reforming the local governance system, developing the regulating legislations for local administration, rebuilding executive and popular local governance institutions on basis of democracy, transparency, accountability and full participation of citizens in the management of their public affairs and the disposition of their resources to respond to their actual needs, to meet their inspirations in better life, to respond to their social and economic rights which were wasted over the years as a result of exclusion, marginalization, lack of democracy and waste of resources.

The second priority: concerning eliminating the restrictions on the freedom of association in Egypt along with librating civil society work from the control of the government through changing the laws regulating civil society work along with adopting new democratic efficient mechanisms to be reference in registering civil society organizations and holding them accountable, the new president should take related principles of human rights stated in human rights charters and conventions into consideration.

The third priority: concerning protecting and promoting societal peace, the principle of citizenship and opposing all forms of discrimination against any of the social groups, which requires developing legislations against discrimination along with activating the existed ones, eliminating the causes of congestion in the social fabric in Egypt, supporting the initiatives of civil education, spreading the culture of citizenship, dialogue and acceptance of the other along with making drastic changes on curricula, media discourse and religious discourse.

The fourth priority: to review Egypt's position of the international charters and conventions on human rights and to ratify the ones Egypt hasn’t ratified yet, as well as, following up the evaluation of human rights mechanisms to the human rights situation in Egypt along with working on Egypt's commitment to these mechanisms, Maat singles out Egypt's commitments to the universal periodic review mechanism in 2010, Egypt would be subjected to this mechanism in less than 2 years.
Maat for Peace, Development and Human Rights appeals for the entire parties of the political process in Egypt to lend a helping hand to the president during this critical stage on the basis of national consensus and comprehensive reconciliation, to renounce partisanship and factional interests along with upholding national interests and meeting the aspirations of the great Egyptian people.
