The Policy Analysis Unit at Maat Foundation issues a new policy paper

“Institutional and financing challenges for civil society organizations in Egypt - a realistic vision and recommendations.”

The most prominent recommendations: Amending Article 17 of Law 84 and defining the term of boards of directors to ensure power rotation

 The Policy Analysis Unit of the Maat Foundation for Peace, Development and Human Rights released a new paper entitled “Institutional and financing challenges for civil society organizations in Egypt - a realistic vision and recommendations, And that under The project "The Universal Periodic Review as a Tool to Improve Public Policies during the Transition",Which is implemented by the Foundation with funding from the European Union during 2016-2017.

The paper discussed a number of axes related to the structural and financing crises that organizations suffer as a result of legal problems. The paper is based on clear constitutional and human rights standards. In the last part, some recommendations are raised that may contribute to solving these problems

The paper analyzed the structural challenges facing institutions and civil societies and dealt with the features of those challenges, then exposed to the types of financing and the reasons for its unsustainability as a result of the failure of institutions to rely on modern strategic planning methods, lack of investment in human resources, and the absence of power rotation within organizations. .

The paper came out with a set of important recommendations, the most prominent of which is to amend some articles of the Civil Associations Law, especially articles that violate Article 75 of the new Egyptian Constitution, and also obligate the administrative body to respond to accepting foreign private funds within only 30 days of the institution or association notifying the administrative body In the event that the administrative body objects, the judiciary shall rule in this case. The paper also proposed recommendations to enhance the capabilities of local financing through corporate social responsibility.
