The Parliamentary Elections Observatory affiliated to the joint international-local mission received statements from the field observation team deployed in 232 constituencies during the pre-candidacy period decided on 8th of February 2015. The most significant features that have been observed included early campaigning in most of the governorates; when some of the potential candidates in Cairo conducted ceremonies for some of the terrorist incident victims in Areesh and used the ceremonies to campaign themselves. The field observation team reported in-kind bribes represented in employment contracts, school supplies, and blankets in some constituencies. The team also observed positive interventions from local authorities removing electoral campaigning.
