Maat held the fisrt workshop assicated with the public services Health –education –youth Need for political willingness and legal framework

Under the interest of Maat Foundation for Peace ,Development and Human Rights in decentralization issue and good local governance , it held a workshop on the 19&20of october . This came within the framework of the program " accrued decentralization for citizens rights " and that implemented in collaboration with the German foundation Hanns Seidel. 25 officials in addition to number of experts and researchers from the education , helath , youth and sports sectors have participated in the workshop . The main objectives of the workshop were identifying the perspectives and the concerns of the officials regarding the role of decentralization in improving education , health and youth services. In addition, identifying the impediments to decentralization and coming up with solutions to overcome the constraints of decentralization in the mentioned sectors . The workshop displayed three papers: the first paper prepared and presented by Dr. / Nahed Adib, unit responsible for the development of the local administration at the Ministry of Local Development . The paper title was , "the reality of health services , the possibilities and advantages of implementing decentralization in the health sector." It also included the health sector components, general challenges facing the health sector in Egypt, the funding and spending challenges, the ways of developing the current system, the importance of decentralization and the challenges of decentralization in the health sector. The paper recommendations were specifying the role of the health and population Ministry and coordinating between the various service sectors. It also recommended that the health sector in the governorate works as a whole body according to a comprehensive and strategic detailed plan and ensure fair distribution of health services. In addition, Dr. / Khaled Abdel Fattah, teacher of sociology in Helwan university prepared and presented the second paper that titled "The Reality of educational services in Egypt , the possibilities and advantages of implementing decentralization in the education sector." Paper included an introduction to education as the most important social system in any society, the reality of educational services in Egypt and the decentralization of education: definition & forms. The paper also addressed the obstacles and difficulties of implementing decentralization in this sector. Paper also recommended adoption of new ways to choose school administrators, elimination of inconsistencies in specializations .It also recommend various human resources training, plug in the human resources and adopt civil society initiatives to raise awareness of community participation in education. The third and last paper prepared and presented by the Director of Youth and Sports Directorate in Cairo, professor Mohamed Mahmoud Sweilam . The paper title was "elements of decentralization in the field of youth and sports,". It also included the concept of the administration, contemporary concepts of decentralization within the framework of local governance, attributes and characteristics of the organizational structure of local governance and , contemporary trends in decentralization .It also addressed the negative aspects of centralization , patterns and degrees of decentralization.
