IF THE GOVERNMENT THINKS OF EXPORTING CORRUPTION , IT WILL GAIN A LOT JURISTS ASSURED THE IMPOSSIBILITY OF GETTING RED OF CORRUPTION WITHOUT ROTATING THE AUTHORITY AND STOPPING THE SUPERMACY OF CAPITALS.

Jurists considered the philosophy of the recent regime which supported joining the authority with capitals , the main cause behind the continuation and increase of corruption in all the state associations including the supervision babies themselves. Maat Center For Judicial and Constitutional Studies issued a report entitled 'confronting corruption , between the legislative crisis and the political reality' , in which the Center supported the national and popular demands to reform the legislative system and to root out the defect which infected most of the legislations which were passed by the government's party under the parliament.
Mrs. Inas Saleem , the lawyer and scholar in the Center stated that the absence of rotating the authority means the absence of the effectiveness of the inner control of the institutions over themselves under the relative control on the judgement which is restrained with the statement "in the context of interest" , drawing attentions the democratic system's respect for the status and the independence of the Judicial Authority as it is the balance which organize the relation between the Legislative and the Executive Authorities and the real guarantee to respect rights and freedoms , such as the case in the people's ownership and management of their money as the sole guarantee of a truthful supervision over their money under the existence of the double-standard bodies such as the central for accounting , management supervision, the communist prosecutor and the local popular councils which lack independence . She also pointed out to the growing up of the role of the Executive Authority in comparison to the Legislative and Judicial Authorities , in addition to the authorities of the President (35authorities) and his being considered as the leader of the Executive Authority , which shows other dimensions of his leadership over the majority of the state institutions.
Mrs. Inas also ridicules the ministers who are members in both the Executive Authority(the government) and the Legislative one(the parliament) . She also considered the control of the Executive Authority over the Judicial Authority, which is shown in the Minister of Justice's punishment of the judges, an insulting issue , especially with the spread of the double competences and nature of the Public Prosecutor which has the two authorities of accusing and investigating and with the impossibility of entrusting the attorney general with the general cause due to the fact that he is appointed by the President himself, the leader of the Executive Authority.
Also Mrs. Inas assured that her report, which criticizes the provisions of law, mentioned the terrible restraint of general freedoms , Press and Information and depriving the professional syndicates of their national role under a suspected law. The report also mentioned separating the parties from the reality of their society under the rule no.40 of year 1970 which has been issued under the umbrella of the 5th article of the constitution , the article which supported the idea of one party as assures by controlling the civil society organizations as one of the passages of public work , and by threatening any one who is tempted to express his own view with elastic terms such as (disturbing the public peace and security) the fact which violates the international charters which became part of the inner legislation.
Engineer, Mohamed El Ashkar, the leader of 'the popular association to rescue the citizens from corruption, stated that corruption has increased in our society to the extent that if the government thought of exporting it, it would gain a lot. He added " The system governs for 25years with the principle of thugs , and I do not expect that it would give the victims the chance to retrieve their rights , while the joining between authority and wealth does not come haphazardly , but it means practicing thugs on the people by consuming their money and by guaranteeing the continuation of their torturing.
El Ashkar also agrees with the view that it is impossible to get rid of corruption through a legislative authority which makes the law with the hands of some one who came to the parliament by forgery and by the support of the Security Body , or through a parliament which took off its supervision dress to support the President's program and to assure that the parliament came to apply the program and not to supervise it as it is the program of the President who is the leader of the executive authority , pointing out to the state's need to a legislation that would confront the deviations of the makers of legislations and laws.
El Ashkar accused the system of controlling certain issues and leaving the others. He also pointed out that it is necessary to supervise the investigation bodies themselves , mentioning that his own experience with the administrative investigation assures this, as when the administration excluded 6 of the members who established his association, the administrative investigation body to which he resorted assured that they can never do any thing in front of the administration of the Security Bodies. He criticized some political movements and forces-without naming them- for the danger of their belief that demonstrations only would change the Egyptian people , calling for supporting group work and organizing it accurately to confront corruption and its powers and to escalate the stand against it gradually to reach the stage of civil rebellion , then popular revolution to topple corruption , its symbols and powers.
Mr. Ayman Oqueel , the manager of Maat Center , stated that the joining between authority and wealth and the businessmen's interfering in the government and the parliament increases armors regarding their protection of the public fund and supports the belief that they give preference to their personal interests over the people's interest, drawing attentions to the fact that some legislations have been moved out of the parliament to protect and rescue the most corrupted men of the leaders of the state, who are rescued in issues which shake the public opinion.
Mr. Oqueel also mentioned that Egypt takes the order of 72 in the report of international transparency in the black list of the corruption –prevailed states , in spite of the fact that the government has ratified an international agreement to confront it. He as well mentioned that it is dangerous to leave the continued increase of corruption and the intensified role of the legislative cover , which deprives the people of their right to control their own property and their right to sue those who steal them.
