At training for executives "Decentralization and administrative authorization are two important demands in the new law"

"We are not aware of current local administration law and we have no sufficient knowledge on decentralization and have no authorization in law ". This is a summary of trainees speech at beginning of training course held by Maat Foundation for Peace, Development and Human Rights in cooperation with Hanns Seidel Foundation entitled " Decentralization and effective professional practices "for executives of local departments such as general managers , department heads and senior researchers at some ministries from 12-14 / 7 / 2011. Workshop aims to building capacity of local administrations executives of positive practices in field of decentralization and good local governance by raising awareness of local executives about decentralization and good local governance and increase their knowledge regarding effective professional practices in context of decentralization. The workshop started with an opening training session in which Mr. Maged Gamee from Hanns Seidel Foundation, and Mr. Ayman Okeil chairman of board of Trustees of Maat gave speech on the training and its importance for both organizations. The three-day training covered some raised local issues and problem of current law and how to avoid them in the new law, such as decentralization, types, whichever is most suitable for application in Egypt, as well as obstacles that prevent their application in Egypt with experience of both Ministry of Local Development and Ministry of Education and their assessment. The training dealt with one of skills, which a lot of executives lake for, a participatory planning for local development process and developing local projects, and officials will follow up , supervise and check the desired results. The training covered themes of administrative authorization, concept and its advantages and obstacles of application and reasons for failure and trainees raised many questions and comments on this subject because they are more sensitive of authorization constraint. At end of the training, Ms. Hala Al Towdy, undersecretary of Ministry of Social Solidarity in Giza, participated in a panel discussion with trainees about their vision for decentralization and constraints of implementation and emphasized in her speech on the importance of cooperation between civil society and local administrations in field of training and capacity building of local Executives due to poor ministries budget with regard to training. During the training and discussions between trainees and trainers on the training themes, trainees demanded a new law for local administration consulted by executives, to be understood well and need to provide a real decentralization with its kinds political, administrative and financial. In addition, includes articles about effective administrative authorization because the current law does not provide for administrative authorization which leads to control of dictatorship in decision-making by managers and easily punish subordinates. Trainees asked Maat to hold other training workshop, but after issuance of new law to confirm understanding of articles and their rights under this law. At end of the training, participation certificates were distributed to the trainees.
