In the Framework of Promoting NGOs Role in Supporting Decentralization Hanns Seidel and Maat Conclude the NGOs Cadres Training Program

Hanns Seidel Foundation – Egypt Office and Maat for Peace, Development and Human Rights concluded the training program for NGOs cadres entitled "NGOs Tools to Support the Implementation of Decentralization" in five governorates including; Beni Suef, Gharbia, Cairo, Port Said, and Alexandria. The program implementation took about a month and half from the mid of April till the end of May 2013.

The program was concluded by the fifth workshop in Alexandria on May 30/31, 2013 with the participation of 23 NGOs cadres.

The training program came in the framework of "Responsive Decentralization for Citizens' Rights" program implemented by Maat in cooperation with Hanns Seidel Stiftung, it seeks to improve local administration conditions through raising the capacity of community actors and advocating decentralization.

The training program hosted 110 participants from the five governorates by an increase of 10% from the original target number in the project plan, the women participation reached 40% of the total participants.

The training programme included several components such as; analysis for local development parties and partners and their different roles in local development process, NGOs tools to observe the performance of public service providers and potential mechanisms, community scorecards approach and how to be used by local NGOs, and decentralization, good local governance, and local system reality in Egypt under the new constitution.

The training workshops series indicated the pivotal role that could be played by NGOs in supporting decentralization through assessing local authorities' performance and supporting their communication with citizens and evaluating public services, which depends on those organizations having the needed skills in this regards.
