Report on torture practices in Turkey

Foundation progress Maat for Peace, Development and Human Rights (Egypt) (Egypt) This report is in the context of its interest in promoting respect for human rights in the Middle East region. This report is based on a methodology based on the international obligations of the Turkish Republic under its ratification of international conventions, including the Convention against Torture and Other Cruel or Inhuman Treatment or Punishment. It also collects and classifies the available information on the human rights situation in Turkey from various sources in order to prepare this report.

The state of emergency in place in the Turkish Republic after the failed coup attempt that took place on the evening of July 15, 2016 created the ground for human rights violations. The suppression of dissent was relentless and among those targeted were journalists, political activists and human rights defenders. Cases of torture continued to be reported, and the prevailing climate of impunity prevented any effective investigation of human rights violations committed by state officials.

Turkey is a state party to the United Nations Convention against Torture since January 25, 1988, and it also joined the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in 2011, that convention that affirms that recognition of the equal and inalienable rights of all human beings is the basis for To establish freedom, justice and peace in the world. It also takes into account the duty that states have under the Charter of the United Nations, especially Article 55 of it, which requires the need to promote respect for and observance of human rights and fundamental freedoms worldwide.

The Convention against Torture clearly prohibits certain practices when the practices are carried out for any reason that is based on discrimination of any kind. Under international human rights law, Turkey is committed to ensuring the protection of detainees subjected to torture before or after the coup attempt, whether the reason for their arrest is their alleged ties to the Gülen movement and other groups.
