Maat for Peace, Development and Human Rights issued a report today, February 15, 2025, titled "Implications of Palestinian Displacement from Gaza: Impact on Human Rights and Neighboring States." This report analyzes U.S. President Donald Trump's statements regarding the displacement of Palestinians from both legal and humanitarian perspectives, while also examining the potential impacts on the humanitarian situation in Gaza and neighboring countries. The report underscores that forced displacement constitutes a clear violation of international humanitarian law and human rights conventions.

Maat calls on the international community—particularly the United Nations, the European Union, and human rights organizations—to take immediate steps to prevent the implementation of such plans and to ensure the protection of Palestinian rights.

Maat emphasizes the importance of supporting neighboring countries in their rejection of forced displacement and urges pressure on the United States and Israel to halt this plan, which contravenes international agreements.

Ayman Okeil, a legal expert and Chairman of Maat, stated, "The current discourse surrounding the displacement of Palestinians from the Gaza Strip represents an unprecedented threat to human rights and the stability of the entire region. These plans not only violate international humanitarian law but also constitute a systematic crime of forced displacement aimed at uprooting a people from their land and distorting their national identity. The international community must act urgently and decisively to prevent these plans from evolving into a humanitarian and political disaster that is difficult to contain."

Okeil further warned, "Any new forced displacement of Palestinians will destabilize the entire region and create unprecedented crises for neighboring countries, straining their infrastructure and resources and exacerbating existing humanitarian challenges. We at Maat call for immediate action by the United Nations and the international community to halt these violations and safeguard the rights of the Palestinian people in accordance with international conventions."

Sherif Abdel Hamid, Vice President of Maat for Research and Studies, stressed, "The attempts to displace Palestinians from the Gaza Strip amount to a full-fledged crime against humanity, constituting systematic ethnic cleansing carried out in plain sight. Silence on these egregious practices signifies complicity in a crime that threatens not only the Palestinians but also international security and peace." Abdel Hamid cautioned that "any attempt to impose a new reality by force will have dire consequences, affecting not just the region but global stability as a whole. The international community must take immediate and decisive action—beyond mere statements of condemnation—to stop this crime before it escalates into an unprecedented tragedy."

He added, "The forced displacement of the Palestinian people will not be a fleeting humanitarian crisis; it represents a declaration of war on the rights of peoples to self-determination and a blatant disregard for international conventions. Ignoring this catastrophe or attempting to obscure it amounts to direct participation in the crime of genocide."
