Joint Observation Delegation Maat and the Global Network for Rights and Development The First Report

Started at 9.00 in the morning of Tuesday the 14th of January 2014 the procedures of voting on the draft of the suspended constitution of 2012. In the context of the work of the joint delegation of Maat for Peace, Development and Human Rights and the Global Network for Rights and Development to observe the procedures of the voting on the 2014 constitution in 23 governorates by 1000 field observers divided on 200 teams, 16 international observers. The central operations room in Maat Foundation has started since the early hours of today to receive statements and complains from the governorates, the following are the most important facts were spotted:

1. The observers have spotted two incidents by the judges to prevent the voters from voting, the first one in Sharqia, Faqous city, Faqous Military Secondary School, subcommittees No, 12,13,14 where the judge prevents the voters from casting their votes, and expelled them from the polling stations. The same situation was spotted in the 6th of October School in Imbaba. The complaints have been sent to the National Council for Human Rights operations room.
2. A record has been written in polling station No. 124 Taha Hussein School in Elmoneib after the chairman of the polling station has signed (No) for an old man.
3. The turnout percentage is medium in all the polling stations, and there is a clear manifestation of joy on the faces of the participated groups in the referendum in some governorates. We have spotted many people in more than one area playing songs that support the army near the ballot centers, but security forces stopped them in many polling stations as what happened in ELnhda School in Elomranyah, Giza.
4. In Dakahlia we have spotted a violation, where about 100 people belong to the Muslim Brotherhood cut the ring road that links between MonyaSadnob Village and Mansoura, and between Dakahlia governorate and three other governorates.
5. Delaying in opening many polling stations, in many cases at rates ranging between 15 minutes to an hour, mostly due to the delay of the judges.
6. Intensive and high levels of security procedures in front of most of the ballot centers, but we didn’t spot any complaints that it impacted the proceduresof voting process.
7. We have spotted cases to direct voters to vote (No) in front of many ladies polling stations in Port Said (Elkanah School in the eastern district). Also spotted a campaign distributes yes to the constitution and Elsisi’s pictures in front of Emam Mohamed Abdo School in Eldawahy district. Also spotted leaflets distributed by the Muslim Brotherhood in the eastern district. And we also spotted many cases to prevent voters from voting in Elsahwa School, Maasra, Hewlan, wheremany members of Muslim Brotherhood tried to prevent voters from voting, but the security forces broke them up. Also spotted unknown persons cut off the road in Port Said Street to prevent voters from voting.
8. There were cases to launch fireworks on some polling stations in BeniSouif, as in Salah Salem School, Naser center. In Minya, Shahin district in the west of Minya, the state of security alert was declared after many unknown persons launched fireworks and molotove inside a polling station in Alsalam Prep School for boys.
9. The turnout in Delta and South Upper is lower than its counterpart in the Great Cairo.
10. The performance of committees’ staff is mostly good, but there have been few cases of negative employees’ interference in the referendum process, where we spotted in polling station no 125 inElmontzah district, Alexandria, in AmianElsaid school that the employee took the card from the voter and didn’t put it in the box.
