Maat’s field observation teams that consist of 1000 observers continued respectively for the second day their work in 23 governorates to observe the voting procedures in the referendum on the suspended constitution’s amendments. We show in this report the most important thing was spotted during the early hours of the morning until 12 pm: 1. Delaying in opening big number of polling stations in most governorates for periods between 10 minutes to half an hour. 2. Helwan- Helwan Girls’ Secondary School- polling stations No. 17 and 18, haven’t been opened yet, and it is 9.10 am now. 3. Qalyobia- Shubra Elkheima- Amr Ibn Elaas School, the polling station hasn’t been opened yet, and there are about 20 citizens. 4. Field tournament in Alsaf, the polling stations began to be opened and there is no turnout from the voters. 5. Helwan- Commercial Secondary School in Helwan, the polling station was opened at 9.15 am. 6. Giza- Elomranya District- Alsadiq School- polling stations from 103 to 114, an security’s individual wearing casual clothes has physically attacked one of the voters and the officer in charge wasn’t there, but when he knew about what happened, he reprimanded the security’s individual. 7. South Sinai- Dahab- after opening the expatriates’ polling station in Ali ben Abi Taleb Secondary School, calls from mosques after Alzohr Prayers to the expatriates that a new polling station has been opened, and there is a heavy turnout. 8. Fayoum- Snours- Snours’s Health Unit, some voters couldn’t find their names in the voter lists in this polling station, then they found that their names were removed to another polling station 20 km away from the head polling stations where the voter has to take 3 means of transport to get there. 9. Alwqf Center, a staff called Nagwa Ahmed ali Abd Algalil, has been excluded from Alshahid Hosny Abaady polling station because she directs the citizens to vote to no. 10. Fayoum- Snours- Kafr Fazara School, one of the citizens has voted with his birth certificate and there is voting with the photocopy of the ID. 11. Beni suef- Marco Talt- Alfshn- the IDs that were collected yesterday, have been returned with giving cashes and blankets to the citizens by a group consists of 16 persons who prevent the citizens from going to vote, and the mock at everyone supports the referendum. 12. Beni suef- Deshasha Village- Somosta- two Emams use mosques’ microphones to incite the citizens to vote to no, the Awqaf Department in the center was reported, and now they are taking the necessary. 13. Beni suef- Beba- Gamal Abd Elnasser Elementary School- polling station No. 80, a staff called Shehata Ahmed Abd Elaalim in charge of the electoral lists, prevents the citizens from voting under the pretext that their names aren’t in the lists, and who enters for voting he directs him to vote to no. 14. Beni suef- Beba- Nazlet Elzawya Elementary Joint School- polling stations No. 99 and 100, the lady supervising the box, directs the voters to vote to no. 15. Port Said- The South District- the 10th of Ramadan Village- The 10th of Ramadan School, the turnout is poor, and there is a staff inside the polling station mislead an illiterate voter to vote to no although the voter wanted to vote to yes. 16. Alexandria- Alamria- Alhussein Ibn Abi Taleb Prep School and Asmaa Bent Aby Bakr Secondary School- Men’s polling stations, the turnout is heavy, entering and exiting is so easy, some passing people outside the polling station tried to violate and uttering abusive verbal, and say prayers against the participators in the referendum. 17. Assuit- Governorate’s Operations Room- the percentage of the vote yesterday ranging from 35% to 40%. 18. Fayoum- Tamya- Tamya City- the end of the referendum opposition’s march without injuries. 19. Qalyobia- Alkhsos- The Industrial Secondary School, the expatriates polling station, it is overcrowded from the voters and the staff and the judges can’t work very fast, the chancellor Ramy Gamal, and the prosecutor Mohamed Gamal seeking the help from the human rights associations and from the Supreme Electoral Committee to end these crowds by another staff team and laptops. 20. Bihara- Damanhour Center- The Religious Institute and the Modern School, medium turnout and a complaint that there is no voting booth in the polling station. 21. Minya- Bni Mazar- Abou Elabaas School, polling stations no. 133 and 134, there are some names which don’t exist in the voter lists, and the lists are with some locals try to others to find their numbers and ballot stations. 22. Fayoum- Tamya- Tamya, Dar Alslam, Alzordy, Almasraa and Motrtas, the are some demonstrations reject the referendum. 23. Qalyobia- Alkhsos- The Secondary School, some individuals belong to the Muslim Brotherhood outside the School direct the voters to vote to no to the constitution. 24. Giza- Giza boys’ School beside Alsaidia School, the security isn’t enough. 25. Fayoum- Snours- Kafr Fraza- Kafr Fraza School- Polling station No. 89, dead people names in the voters’ lists such as (Ebrahim Mohamed Makhlouf Ebrahim), and names of people who are outside Egypt such as (Abou Bakr Mohamed Mohamed Abou Bakr) he is in Libya.
