The Observatory for the Follow-up of Parliamentary Elections “Egypt 2015” of the Maat Foundation for Peace, Development and Human Rights concluded its work in following up on the first day of voting in the second round of the governorates of the second phase of the Egyptian parliamentary elections, during which Maat covered 91 electoral districts in 10 governorates, through 1034 observers distributed according to a plan Prepared in advance allowed them to visit 3,987 polling stations out of 5293, including more than 75% from the number of polling centers at the level of the targeted governorates.

The observers of the Parliamentary Elections Observatory of the Maat Foundation for Peace, Development and Human Rights monitored all aspects of the voting process in terms of the security environment, logistical facilities and the availability and confidentiality of the voting process, as well as monitoring the practices of candidates and political forces in the vicinity of the polling centers, in addition to evaluating the work of the bodies supervising the The electoral process, and dealing with different stakeholders, whether voters, candidates and their representatives, or those following the electoral process.

The performance of the body supervising the electoral process

With regard to the performance of the judges, heads of the subcommittees in which the vote was made, it was characterized by smoothness, efficiency and impartiality in the vast majority of polling stations visited by Maat followers, and the behavior of the supporting staff was positive and neutral in most cases, and no effective cases of illegal practices by some employees were detected. While a number of observations related to logistical facilities and organizational procedures were monitored in some committees, where the most prominent of these practices were: -

With regard to the legal deadlines for opening and closing the committees, Maat detected a delay in opening a number of committees for a period that ranged from 10 minutes to 45 minutes in most cases, while this period extended for more than an hour in a limited number of committees, and the main reason for the delay was delay Judges overseeing the electoral process, while no effective cases were detected of early closure of polling stations. Performance of insurance forces

The behavior of the security authorities was characterized by positive neutrality, as they intervened in many cases to remove supporters of the candidates who had raised the riots from the vicinity of the polling stations, and there were no cases of the illegal presence of security forces inside the polling stations.

 It is worth noting that the insurance operations on the first day were carried out by joint forces from the Egyptian army and police, which succeeded in securing the process and early dealing with some attempts to disturb the process, and there were no cases of violence in the vicinity of the polling stations or cases of violence affecting the conduct of the voting process. . Security forces also arrested some of the candidates' supporters in flagrante delicto by giving bribes to the voters in order to vote for a particular candidate.

Participation rates

In general, the participation rates were low on the first day of voting in the second round in the second phase, compared to today in the automatic round, although they witnessed a significant increase during the second half of the day.

The participation of women and the elderly was the most prominent in most governorates, while the participation rates of youth and younger age groups significantly decreased.

Candidates' violations 

The prominent feature in a large number of polling sites was the electoral violations of some candidates represented in the electoral campaign in violation of the law in front of the polling stations, as multiple cases were monitored for distributing propaganda leaflets to candidates in front of the committees, and directing processes were monitored by the candidates ’representatives and their supporters to some voters, as well. Several cases of electoral bribes were monitored by some of the candidates' supporters. These incidents were documented by Maat in its reports issued throughout the day and covered by a number of media outlets.
