Re-Election in the First Round

Maat Foundation for Peace ,Development and Human Rights started Monday, 5/12/2011 at 6:00 am,the run-off for the first round of parliamentary elections in the governorates of Cairo, Alexandria and Luxor, where we followed the electoral process. In Cairo governorate, representatives of elections from Maat Foundation for Peace, Development and Human Rights monitored the open of all committees at 8:00 am except Committees No. 793 and 794 in Al-Salam City Department due to the theft of ballot papers after a group of thugs smashed the car of a supervising counselor on the committees. Those of Maat Foundation noted greatly the disappearance of the election campaign for the first round where the armed forces prevented the delegates of candidate Khaled Hanafi Fahim, the eighth district in Cairo governorate, from the distribution of propaganda for the candidate in front of the Commission. In the Committee of Al-Sayed Aisha protested the staff of the subset committees for not getting their dues for the first round. In Al-Ashraf primary School of Al-Gamalia district, the judge prevented a woman trying to vote on behalf of her mother . Representatives of Maat Foundation for Peace, Development and Human Rights, monitored a sharp drop in the number of voters in the early hours of the elections in Al-Shorafa school in sixth district. Pick-up car roaming the area and calling on voters to go to the polling stations to support the candidate of the Islamic movement Amr Kamal Fathallah against the candidate Mohammad Abou-Hamed, the candidate of the Egyptian Mass. Our representative in front of El-Sabtia Secondary School in Bulaq Abualala of Seven District informed us that one of representatives of candidates of Freedom and Justice Party directs citizens to choose candidates of the party. Maat Foundation for Peace, Development and Human Rights monitored the doors of El-Selehdar and Fatima Al-Zahra school committees of Heliopolis Department, and noticed the spread of propaganda papers of Freedom and Justice Party and the support of the party's youth with laptops, off school to help voters to identify their respective committees and the signs were belonging to Khaled Hassan, candidate of Freedom and Justice Party in the fourth district of Cairo, which includes Heliopolis, El-Nozha, Badr City and Al-Sherouk City. Representatives of Maat Foundation also monitored in the fourth district in Heliopolis the spread of signs of independent candidate Hisham Soliman on the doors of committees. In Alexandria Governorate, representatives of Maat Foundation for Peace, Development and Human Rights confirmed that the turnout was unexpectedly weak, for the reluctance of a large number of voters attending especially supporters of Egyptian Mass candidates and a list of the Revolution continues. Representatives of Maat in Al-Ramel District monitored that Tarek Talaat Mustafa, trying to mobilize his supporters from the area of Air Defense Institute under the influence of presenting some gifts and providing vehicles to transport them to the committees. Representatives of Maat monitored that 12 microbus and big number of people behind Abdel Wahab village and two buses of 28 passengers Nos. 2379 and 7162, bus No. 2951 and 2 microbus + taxi to collect and transport 700 individuals who were mobilized. Representatives of Maat Foundation also monitored a number of buses under the name Tarek Talaat Mustafa, carrying propaganda signs of Tarek Talaat Mustafa in front of El-Bakatoshi School. Maat representative monitored a voter in Talaat Harb School of Commission 4 , Second district in Alexandria, putting two electoral papers for Tarek Talaat amid of objection of the Head and the Secretary of the committee. While the voter insisted to turn out the second paper and not to deliver it to the judge, which indicates the existence of the phenomenon of the roller paper in this Committee. Our Maat's representatives monitored in the third district pick-up car roaming the district calling for the nomination of Musa al-Sanusi .In front of Moharem Bek Primary School Committee and the Department of Customs, the army prevented the delegates of candidate Sanusi from the distribution of propaganda papers. Also an intensive propaganda to Al-Noor Party in Ras Al-Tin secondary school for girls. Representative of Maat observed the distribution of money (election bribes) of Al-Noor Party advocates at Al-Harameen Primary School in El Montazah district ( committee from 739 to 748). In Luxor, committees headquarters witnessed very weak turnout on the committees such as: Salah El-Din primary schools and Luxor secondary girls school, Military secondary School and Wadi El-Malekat primary school. Esna and Erment cities also seen low turnout, including: "Preparatory girls schools, and Mohamed Nour primary school and secondary commercial school. There was riot amid heavy presence of police and armed forces units. The Maat's observer informed us for the delayed of some committees to open their doors until 8:30 am. At 12:00pm, representative of Maat Foundation for Peace, Development and Human Rights informed us about a fighting with automatic weapons between the family of Al-Taraky and Alhlaal in Al-Zeneka village of Esna, south of Luxor causing the closure of a number of committees to the voters and closed 6 committees, which are 689, 690, 691, 692, 693 and 694, in anticipation of the use of violence again. After an hour, committees were open after the intervention of military forces to resolve the dispute.

And in Cairo governorate

Election observers from the Maat Foundation for Peace, Development and Human Rights monitored the opening of all the committees that our observers visited at 8 am, except for committees No. 793 and 794 in the City of Peace district, as a result of the theft of ballot papers after a group of thugs smashed the car of the advisor supervising the committees.

Observers of the Maat Foundation also noticed that the electoral propaganda had largely disappeared from the first round, while the army forces prevented the delegates of the candidate Khaled Hanafi Fahim, the eighth district in Cairo governorate, from distributing advertisements for the candidate before the committees.

In Mrs. Aisha's committee, employees of the sub-committees demonstrated that they did not receive their dues for the first round.

At the El-Ashraf Primary School in the Jamalia district, a judge banned a woman trying to vote in her mother's name.

While observers of the Maat Foundation for Peace, Development and Human Rights witnessed a sharp decline in the number of voters in the early hours of the elections at Al-Shurafa School in the Sixth Constituency, pickups roam the region and call on voters to go to the polling stations to support the Islamist current candidate Amr Kamal Fathallah against the candidate Muhammad Abu Hamid, the candidate of the Egyptian Bloc.

Our observers told us in front of Al Sabteya Secondary School in Bulaq Abu Al-Ola in the seventh constituency that one of the representatives of the Freedom and Justice Party candidates directs the citizens to choose the party’s candidates and not others.

Followers of Maat Foundation for Peace, Development and Human Rights at the gates of the committees of the schools of El Selahdar and Fatima Al Zahraa in the Heliopolis district monitored the spread of the Freedom and Justice Party propaganda and the party’s youth standing with laptops in front of the school to help voters identify their committees. The fourth district in Cairo, which includes Heliopolis, Al-Nozha, Badr City and Al-Shorouk City.

Followers of the foundation in the fourth district in Heliopolis also monitored the spread of the banners of the independent candidate Hisham Suleiman on the doors of the committees.

And in Alexandria Governorate

Followers of Maat Foundation for Peace, Development and Human Rights affirmed that the turnout is weak, contrary to expectations, due to the reluctance of a large number of voters, especially the supporters of the Egyptian bloc candidates, and the revolution list continues.

Followers of the foundation in the Raml district also monitored Tariq Talaat Mustafa, who was gathering his supporters from the area of the Air Defense Institute under the influence of some gifts and providing them with vehicles to transport them to the committees.

While the Foundation’s followers informed us that they saw 12 microbuses and a large number of shutters behind the village of Abdel Wahab, 2 buses, 28 passengers, numbers 2379, 7162, and trips bus No. 2951, and 2 microbuses + taxis to collect and transport the 700 individuals who were mobilized.

Followers of Maat Foundation for Peace, Development and Human Rights also monitored the presence of a number of buses bearing the name of Tariq Talaat Moustafa Company and carrying Tariq Talaat's propaganda in front of the Bakatoshi School.

Observers of the Maat Foundation observed that a voter in Talaat Harb School, Committee 4, in the second district, Alexandria Governorate, put two papers in the box for Tariq Talaat’s account, amid objection from the committee’s chairman and secretary, while the voter insisted on tearing the second paper apart and not handing it over to the judge, which indicates the existence of the rotary paper phenomenon in this committee.

Our followers in the third constituency also saw semi-trucks roaming the circuit calling for the nomination of Musa al-Senussi, the imam of the Muharram Bey Primary Committee and the Customs Department, the army prohibits the representatives of the Senussi candidate from distributing propaganda.

Intense propaganda was noticed by the Imam of the committees of the Al-Nour Party at Ras Al-Tin Secondary School for Girls.

The institution’s observer monitored the distribution of sums of money (electoral bribes) from supporters of the Nour Party in the Al-Haramain Primary School in Al-Muntazah District (Committees 739 to 748).

In Luxor Governorate

The headquarters of the committees witnessed a very weak turnout for the election committees so far, such as: Salah El-Din Elementary Schools, Luxor Secondary Girls, Military Secondary Schools, and the Queens Valley Primary School, and the cities of Esna and Armant also witnessed a weak turnout, including: “Preparatory Girls Schools and Muhammad Nour Primary and Commercial Secondary School and Rioting Elementary and Wassef Elementary School. Amid a heavy presence of police and armed forces units.

The Foundation observer informed us that some committees were late in opening their doors until 8:30.

At twelve o'clock in the afternoon, a follower of the Maat Foundation for Peace, Development and Human Rights in the governorate informed us that a battle with automatic weapons between the families of al-Taraki and al-Hilayel in the village of Zinika in the city of Esna, south of Luxor, caused a number of committees to be closed in front of the voters, and 6 committees were closed, they are from 689, 690, 691, 692, 693 and 694, in anticipation of the use of violence again. After a full hour, the committees were opened after the army forces intervened in resolving the disputes.
