It seems that matters in Egypt are entering a new area of complexity in the coming days, which predicts that the current crisis will be relatively prolonged, and Maat Foundation in this regard would like to appeal to all parties to the crisis (the opposition - the presidency - the new government) to rule the voice of reason. And logic, and put the supreme interest of the nation in mind.
Maat Foundation believes that the exit from the crisis will only be quick to form the new government, provided that it consists of independent figures who are respected and appreciated by the people of the street, and that they are not among the figures who are in one way or another attributed to the previous government that was popularly rejected, and the new government must make specific undertakings and steps Concerning bringing about the required political, social and economic reforms, provided that the government is open to all opposition political groups and organizations without any exceptions or reservations.
The Maat Foundation also believes that President Mubarak should use his constitutional powers stipulated in Article 136 and dissolve the People's Assembly and invite voters to elect a new assembly within 60 days, and elections must be held under full judicial supervision and with the unrestricted participation of civil society organizations.
In the same context, the opposition forces that are demonstrating in the streets now must temporarily suspend the demonstrations to allow the new government to carry out its vital tasks such as providing the necessary needs of citizens and controlling markets, and allowing the army to rearrange security matters, as well as to give the opportunity to the presidency on the one hand and the judicial authorities on the other hand. To take measures related to dissolving Parliament and holding new elections.
In a separate context and in the context of its endeavor to deal with the current situation and the delicate stage that Egypt is going through, Maat Foundation for Peace, Development and Human Rights appreciates the efforts of Egyptian citizens who have proven their ability to manage the affairs of their small local communities with a high degree of awareness and responsibility.
In response to these efforts, the Maat Foundation for Peace, Development and Human Rights has prepared a list of guidelines to help citizens in each residential block organize popular committees to maintain security and provide for the basic needs of citizens. The Foundation also assigned field coordinators in the Citizen Voice project, officials of citizen support centers, partner NGOs, and a number of Members of local popular councils, by distributing these instructions to citizens, as well as providing assistance and aid to the people's committees and helping them organize themselves.
For its part, the Foundation and its human cadres undertook the field implementation of these tasks in the regions of Dar al-Salam, Maadi, Tora and Maadi Gardens, which are the areas of the Helwan and Cairo governorates.
Tips for dealing with the crisis
We recommend that citizens in each residential block (a group of adjacent houses and buildings surrounded by four streets) form a committee to manage the affairs of the block.
Steps to form a committee
Inviting the residents of Al-Murabba to meet in a mosque, churches, or cafes to choose a committee of ten people to manage the affairs of the block.
- The committee holds a meeting and elects a chairperson and deputy for this committee and begins to practice its work.
- The committee remains in continuous meeting to face the situation and deal with any emergency.
Guidance for the Security Council
Determine the corners and borders of the residential square.
- Determine 6 points in each square in which the youth in charge of the insurance operation will be stationed.
- Define a list of the youth who will take out insurance and divide them into four shifts, at a rate of one shift every 6 hours.
It is preferable for each point to have (2-3) young men in each shift.
- In the event that thugs and exiles are arrested, they will be delivered to the nearby army point
In all cases, everyone must adhere to the letter's instructions
Guidance for the committee to provide basic needs
- The committee shall list and determine the resources in the square (bread ovens - groceries, vegetables and fruits - pharmacies - doctors).
- Each committee member undertakes the process of communicating with one of the previous service providers, ensuring the availability of supplies and ensuring their availability to citizens.
- Ensure that every citizen buys only the amount of his daily family need, and not to purchase quantities to store them.
