Parliamentary and presidential elections, as well as the referendum on the upcoming constitutional amendments, are expected to take place in light of a severe political polarization that Egyptian society is experiencing after the 30 June 2013 revolution, which resulted in the dismissal of former President Mohamed Morsi and the engagement in the process of amending the 2012 constitution and dissolving the Shura Council.
\nHence, doubts about the results of the electoral process will come from some parties that may not achieve the desired results for them in the elections, in addition to the fact that the participation of voters, candidates and parties will depend on the guarantees that will be provided for the electoral process, and among the most important of these guarantees is local and international oversight of the electoral process. .
\nHence, the "People's Monitoring Network on the Transition" believes that it is necessary for the ruling authority to work from now on preparing the equipment to open the doors to international oversight organizations with a respectable reputation, whether those NGOs, foreign governmental organizations, or even the United Nations itself.
\nThe network draws attention to the fact that the United Nations requires the availability of a number of conditions in order to accept the mission of electoral observation, such as receiving an official request from the concerned country, the existence of broad support from local public opinion for the participation of the United Nations, and the existence of sufficient advance time for the comprehensive participation of the United Nations, which are conditions that can Fulfilling them if the United Nations was contacted from now (the requirement of sufficient time is the only challenge)
\nEven if the United Nations does not accept the task due to time pressures, the Egyptian government's initiative to do so will be a catalyst for other foreign governmental or non-governmental organizations to observe the electoral process in Egypt, and it will also represent an expression of the governing authority\u2019s commitment in Egypt to full transparency in the management of the electoral process.
\nWhat the network calls for corresponds to multiple statements and signals that emerged from the poles of the political and military power in Egypt during the last phase during which they welcomed international organizations' monitoring of the electoral process, which was evident in Lieutenant General Abdel Fattah Al-Sisi's interview in the Washington Post last July as well as in His speech on July 3, 2013, in which he reviewed the Road Map arrangements.
\nIt is noteworthy that the \u201cPeople's Monitoring Network on the Transitional Phase\u201d was established by the Maat Foundation for Peace, Development and Human Rights within the framework of expanding the program for popular oversight of general elections. The network works to monitor all procedures of the transitional phase, including the amendment of the constitution, and multiple elections (parliamentary - presidential - local) 2), in addition to monitoring the state of political participation and its guarantees, the right to peaceful assembly and its protection measures, and other issues related to the transitional phase, in addition to this, the network provides advice based on human rights standards and good governance in cases related to the transitional phase.
