Since the drafting of the Universal Declaration of Human Rights, the United Nations has emphasized the importance of promoting and protecting human rights and working to advance them worldwide in accordance with the rules and principles of general international law and international human rights law, and on this basis the United Nations has established its program for technical cooperation in the field of human rights since 1955. To assist countries in building and strengthening their national structures that have a direct impact on the general observance of human rights and the maintenance of the rule of law. In order to benefit from the United Nations technical cooperation program in the field of human rights, the government must submit a request for such assistance to the secretariat, which conducts an assessment of states' human rights needs, and the evaluation usually takes place when there is a UNHCR presence on the ground or through a mission to the country.
